I'm a bit confused about J1 ( the component next to the variable resistor ). Should this be inserted in the normal operation of the kit as a roulette wheel or omitted? The instruction says .... 'in case of wanting to assemble this circuit for running light decoration do jump J1'

Maybe that means insert a jump insted of J1 if used for running lights?
